Scientific Evidence of Smokeless Cigarettes Low Health Risk
The relative health benefits of smokeless cigarettes vs. traditional cigarettes is a heated debate in the United States. Several agencies, politicians and local establishments are moving toward banning these products. Current scientific evidence suggests that this is all “much ado about nothing.”

Harm Reduction International is a global organization dedicated to promoting policies and practices to reduce the harm of chemical abuse. They conduct independent studies on the health effects of drug and alcohol abuse to back their proposals. They have Special Consultative Status with the Economic and Social Council of the United Nations.
In their study entitled “The Scientific Foundation for Tobacco Harm Reduction, 2006-2011,” the evidence indicates that virtually all health risks associated with tobacco use applies only to smoking tobacco. Little risk, if any, is related to nicotine itself.
The entirety of the document is available at http://www.harmreductionjournal.com/content/8/1/19. Section VII deals specifically with an electronic cigarette study. Overall, the study concludes that the health risks associated with e-cig use are negligible. Additionally, it's stated in the summary (VII.C.) “E-cigarettes produce a vapor composed of water, propylene glycol and nicotine, so e-cigarette users are not exposed to the thousands of toxic agents formed when tobacco is burned.”
It goes on to say that along with delivering a lower amount of nicotine, smokeless cigarettes successfully satisfy the craving for the ritual of smoking—a need that is not addressed by other smokeless nicotine delivery methods.
